A growing number of Oregon colleges and universities offer confidential advocacy and support resources for survivors of sexual assault and harassment.

In addition to being crimes, sexual harassment and sexual violence are kinds of sex discrimination that are prohibited by federal Title IX laws and other regulations.

All schools receiving federal student aid are required to have formal processes for receiving Title IX complaints, investigating them, and determining what action(s) the school administration will take in response.

Each school's formal Title IX complaint process is almost always separate from the advocacy and support services listed here on the OCADSV.org website.

In addition to the community-based nonprofit shelters and advocacy programs, campus-based advocacy programs, and legal aid organizations listed above, most district attorneys' offices, some police/sheriff departments, and a few parole / probation offices operate Victim Assistance Programs (VAPs). 

Victim assistance programs offer:

  • support to victims of crime with navigating the criminal justice system;
  • assistance with applying for state crime victims compensation; and
  • referrals to other service providers in the community.

VAPs generally provide services to victims of crime in relation to criminal cases that are being prosecuted by the state. They do not generally provide support in relation to civil legal proceedings (e.g. divorce, civil lawsuits).

Victim assistance is NOT the same as community-based advocacy

Communications between survivors and victim assistance programs (VAPs) are not protected by state or federal advocate privilege and confidentiality laws. Under certain circumstances, VAPs may be required to share information with prosecutors or law enforcement.

The confidentiality of certain information shared between certified advocates and victims of domestic violence, sexual assault, or stalking is protected under Oregon state law.

If you have had a negative experience with a shelter or advocacy program, we recommend speaking directly with that organization's executive director or other management personnel. 

If that fails to resolve the dispute, or you feel that the organization has treated you unfairly, you have the option of submitting a formal complaint to the Oregon Department of Human Services.
